TRAGIDY: Steve Phelps named NASCAR’s first-ever Commissioner

Steve Phelps has been appointed NASCAR’s first-ever Commissioner in a historic leadership restructuring announced in March 2025. The newly created role expands his influence beyond the traditional responsibilities of NASCAR’s President, a role he previously held. As Commissioner, Phelps will now oversee strategic growth initiatives, international expansion, NASCAR’s relationship with IMSA, and the operation of its 15 owned tracks. This move reflects NASCAR’s intent to adapt to a modern global sports landscape while retaining its core fan base and traditions.

Simultaneously, Steve O’Donnell has been promoted to NASCAR President. Formerly the Chief Operating Officer, O’Donnell will now lead all day-to-day racing operations, including the NASCAR Cup, Xfinity, and Truck Series. Together, Phelps and O’Donnell will manage both the strategic and operational arms of the organization.

Jim France remains Chairman and CEO, maintaining overall authority while entrusting key functions to Phelps and O’Donnell. This leadership shift, initiated by France himself, marks a significant generational and structural evolution for NASCAR, aimed at long-term stability and innovation. The France family remains heavily involved, with Lesa France Kennedy and Ben Kennedy continuing in high-ranking executive roles.
