Celtic are reportedly  offered four year contracts to To Two Player.

Serie A side set to pay £400k in January for Celtic's Rocco Vata | OneFootball

The youthful duo are in charge of negotiations; Vata’s contract expires next month, and Kelly’s term expires at the end of the year.

According to the article, both players have been given better agreements, but the fact that they are nearing the conclusion of their existing contracts indicates that there are still concerns to be sorted.
A clear development plan is likely to be an impediment, given neither player has started a first-team match, and Brendan Rodgers is anticipated to invest extensively this summer on first-team ready players.

According to Scott Burns, transfer specialist with the Daily Record.

Celtic have tabled new and improved four year contracts to Daniel Kelly and Rocco Vata.

Talks with both players have been going on for some time but the Hoops have now put their best offers on the table to try and keep the highly-rated pair at Parkhead. Republic of Ireland under-21 international Vata is set to become a free agent next month, while Kelly’s existing deal expires at the turn of the year and he could open pre-contract talks with interested clubs in July.

Both have had first-team involvement under Brendan Rodgers this season and are keen to get both academy graduates tied down to long-term deals. A number of Italian and English clubs have also made approaches to open talks with Vata. Celtic would only get around £300,000 in training compensation for the 19-year-old but would prefer to keep the players as they see him as a talent they can develop over the longer term.

Going out on loan to an SPFL Premiership club would probably be the best option for both players next season, giving them the chance to start matches and kick on with their undoubted potential.

It has yet to be announced if Celtic will play in next season’s Lowland League, clearly Vata and Kelly are way beyond that level but next season will be vital to their development.

Rodgers took both players on the pre-season trip to Japan but even with nine substitutes it has been difficult to get them involved in the matchday squad.
